MANILA, Philippines — The cloud cluster east of Mindanao has developed into a low-pressure area (LPA) on Monday morningbitbet, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said.
The weather bureau also said in its latest tropical cyclone formation outlook that the LPA has a “low chance” of developing into a tropical depression within the next 24 hours.

While the Marcos administration has been exerting efforts to attract more green power developments to the market, the sector may be dealing with some hitches as the projects are now “being processed for termination” due to the companies’ failure to meet committed timelines, the agency noted Sunday.
To recall, at the time the contract was terminated last August—four years after it was awarded—AllCard delivered 49.9 percent of its commitment to supply raw materials for the production of 116 million blank cards.
